MLB Formally Announces New Rule Changes For 2017

You knew it was coming. Now, MLB has formally announced a series of rule changes that will be implemented in the 2017 season. The most prominent is the "no-pitch" intentional walk, but some other rules also taking effect are: a 30-second limit to decide on a managerial challenge; a rule that a pitcher cannot take a second step toward home plate (the so-called David Price Rule—which may be moot for 2017 if he needs Tommy John surgery); a rule positioning base coaches behind the line of the coach's box closest to home plate (which could be the Brian Butterfield Rule).
